Updates in concert with Wikibase image v8.0.0 (MediaWiki 1.46.0) release.

• Moves the Wikibase and Wikibase jobrunner services to the wikibase/wikibase:8 image.
• Moves the search service to the new wikibase/opensearch:1 image, based on OpenSearch 1.3.20 and required by MediaWiki 1.46.
• Moves the Wikibase Suite Compose configuration from deploy/ to the repository root. Existing installations must move their .env, complete config/ contents, and any Compose override to the root during the upgrade.
• Adds the Wikibase Suite installer.
• Makes Suite and image documentation part of the root product documentation and moves image sources, integration tests, and release tooling under development/.
• See the Wikibase image changelog for the paired image changes in this release.
